Fifty years of what?

The history of regeneration in Scotland is a long and curious one.  It’s also been an expensive one. Stretching back more than fifty years, it is curious because it’s not clear what the primary objective of all that investment has been. By targeting the most disadvantaged areas, a working assumption has been that it has something to do with tackling poverty although this has never been an explicit aim – which is just as well judging by the evidence. So what has it all been for? Douglas Robertson from Stirling Uni tries to make sense of it.
