Disposal Of Surplus Land and Property :
Establishment of Glasgow Property LLP

Purpose of Report:

To consider the business plan prepared by Grant Thornton Ltd in respect of the Surplus land and Property Limited Liability Partnership (LLP) which it is proposed to be established to manage the disposal of part of the Councils current surplus land and property portfolio, and to agree that, once established, the LLP should procure a joint venture commercial partner through a competitive tendering process.

Recommendations:

It is recommended that Committee:
• Notes that the business case prepared by Grant Thornton concludes that the establishment of a surplus property LLP, in a Joint Venture with a commercial funder, would meet the Councils financial and development objective as outlined in the report
• Agrees that the Council should commence a formal procurement process to identify a
suitable joint venture commercial partner
• Approves the initial portfolio of surplus land and properties to be transferred to the Land and Property LLP
• Notes that land and property likely to be required by the Council for its own or other
agencies use, will be excluded from the portfolio
• Agrees the general principle that further surplus lands and property should be disposed of through the LLP/Joint Venture.
