The funding of Regeneration through planning gain from private development is a busted flush for the foreseeable future. In future, the Government is proposing that funding should be directed to a much smaller number of “Lead Developers” who would build new houses for themselves and for other housing associations. In the short term, groupings of housing associations (“consortia”) and single housing associations would also be able to take part in regional competitions for funding.
