When a community chooses to become involved in a commercial venture, more often than not it’s because no private individual is prepared to take on the risk, invest the required capital or simply provide a much needed service. In other words, it is often market failure of one form or another that spurs the community to act. As a result of being collectively owned and because they have been established only to serve local needs, these businesses face very specific challenges.
